The project was approved on November 23, 2010. The Loan Agreement was signed right after Board approval on the same date. Congressional Ratification was signed on December 21, 2010 with Effectiveness met on the same date. Single-tranche disbursement took place December 22, 2010.
The Government has achieved all of the prior actions defined in the DPL and remains highly committed to the reform agenda supported by the PASS series. Successful outcomes and outputs of the Government actions to date include:
(i) creation of the Interagency and Interinstitutional Committees for the Conditional Cash Transfer (CCT) Program, Solidaridad, along with approved regulations governing their function;
(ii) increased access to information on the Solidaridad payment card;
(iii) approval of the Multi-Annual National Plan for the Public Sector 2010-2013 with medium-term guidelines for social protection policy including budget projections and sources along with their incorporation in the 2011 National Budget Law;
(iv) coverage of certain supply gaps in social services related to Solidaridad;
(v) creation of institutional strengthening plans between the Ministry of Economy, Planning, and Development and the Ministries of Education and Health to prepare for the gradual introduction of performance agreements;
(vi) signed internal management agreements between the Ministry of health and Regional Health Services to introduce results-based management;
(vii) approval of a Consulta Amigable online budget transparency tool to be implemented in 2011; and
(viii) approval and design of Community Scorecard pilots related to Solidaridad for implementation in March 2011.
