The operational priorities of ADB's Pacific Approach 2010-2014 include improving the supply and delivery of urban services and strengthening the government's core functions to improve public sector effectiveness. ADB's country partnership strategy (CPS) for the Cook Islands 2008-2012 shares the same focus. The intended outcomes of the CPS are improved economic and social infrastructure and public service delivery. One of the aims of the Pacific Approach 2010-2014 is to assist the government to recognize and strengthen core government functions to help strengthen public sector effectiveness. This is also a priority of Te Kavenga Nui' the Cook Islands current National Strategic Development Plan.
