The PPTA will be implemented using a combination of individual consultants and an international consulting firm. Individual consultants will be applied in areas where ADB has been less active and has fewer readily available consultants capable of assisting the government. Individual consultants will be engaged for up to 4 person-months for international consultants and 4 person-months for national consultants.
An international consulting firm will be recruited through the quality- and cost-based selection method, using a quality-cost ratio of 90:10 and a simplified technical proposal in accordance with ADB s Guidelines on the Use of Consultants (2010, as amended from time to time). The 90:10 weighting is appropriate because the PPTA (i) comprises an advanced assignment requiring a high degree of expertise in logistics, energy saving, cross-border, and intelligent building technology, and (ii) is likely to have a significant impact on future development of a more energy efficient and environment-friendly comprehensive transport system in the PRC. About 37 person-months of consulting services (16.5 international and about 20.5 national) from the international consulting firm are required.
