The multiphase program has to developmental purposes. First, to strengthen the design and the operating cycle of the conditional cash transfer program "Solidaridad", so as to make it more effective and efficient in producing incentives for its beneficiaries to invest in human capital.

Second, to provide incentives and develop operating tools that will promote coordination between the government ministries and agencies involved in human capital promotion, so as to make their spending more effective, particularly that targeted at low-income families.

This third phase gives continuity to the improvements in the quality of the health services that Solidaridad is promoting.
